The failure of monsoon highlights the power distribution issues affecting Maharashtra. The electricity prices in Maharashtra should be probably prices based on availability and distance from the source. This means that Pune and Mumbai would have to pay much higher prices compared to Vidharbha. The high price would also act as a natural push towards conserving electricity.
And if something similar is already being done, the prices have to go up even more. High enough so that nobody forgets to switch the light off in Mumbai or Pune at the cost of a more rolling blackouts in the rest of the state.

increasing the prices for electricity in Mumbai and Pune is never possible, Like Gas and Petrol this will be political issue. Rather they should limit KW usage as per people and sq feet or some other formula. If you consume that much KW then after that thier is no electricity for you, Then see how people consume electricity with care.
I hear this tactic is used in some European countries , then the customers thrive to conserve the energy in all practical ways.
